DUTY LOCATION: JFHQ-J1-HR
JOB SUMMARY: This position is located in a State Human Resources Office that has responsibility for servicing both Army and Air National Guard full-time personnel. Its purpose is to serve as a supervisor of Human Resources Specialist(s) and Human Resources Assistant(s). Supervises a minimum of five full-time employees. Supervises two or more other major segments e.g. classification, recruitment and placement, employee relations, labor relations, etc. Serves as a Human Resources advisor and technical specialist for one specific HR specialty.
APPOINTMENT FACTORS: This position is an Permanent Competitive position.
MILITARY RANK REQUIREMENTS: There are no military requirements. This position description is for a National Guard Non-Dual Status (NDS) technician only. This position meets the criteria of an NDS Management Plan as follows: The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in a full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.
AREA(S) OF CONSIDERATION:
All currently employed full-time non-dual status permanent (Tenure 1 or 2) technicians employed by the Indiana Army National Guard

DUTIES:
As a Supervisory Human Resources Specialist with the Indiana Army National Guard (ARNG), your duties will include, but will not be limited to:
* The incumbent provides management advisory services to all levels of management of situations regarding Human Resources services. Oversees the development and administration of state rules and procedures adapted from policies prescribed by the National Guard Bureau and the U.S. Office of Personnel Management.
* Recruitment and Placement: Establishes state manpower policies and directs their implementation within NGB policies and authorization.
* Labor Relations: Advises both management and subordinates on matters pertaining to conduct and discipline, the labor management relations program, employee benefits and entitlements and contributions to the accomplishment of special programs.
* Compensation: Oversees the establishment of state policies for use of compensation tools (e.g., highest previous rate, EDP/HD), and recruitment and retention tools. Supervises the administration of pay setting and compensation regulations and tools.
* Classification: Directs the administration of a position classification and position management program with authority delegated to classify local exception supervisory and non-supervisory positions.
* Perfoms other duties as assigned.
QUALIFICATIONS REQUIRED:
In order to meet the Minimum Qualifications for this Supervisory Human Resources Specialist position at the GS-12 grade level, you must have at least 36 months of:
* General experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems.
* Specialized experience, education, or training involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements. Experience assisting in the development of Human Resources policies and procedures. Experience advising management on Human Resources principles and practices.
* Experience in managing the function of the work to be performed, experience which includes leading, directing and assigning work of personnel.
Knowledge, Skills and Abiltities that will be evaluated for this position include: * Broad, comprehensive knowledge of duties concerned with concepts, supervision, and management of Human Resources Specialist.
* Extensive knowledge of Title 32, National Guard Technician Program.
* Knowledge of General Schedule (GS) and Federal Wage System (FWS) pay systems.
* Knowledge and experience with recruitment and placement of employees.
* Ability to manage labor relations actions and employee benefits.
* Comprehensive knowledge of position classification and position management.
* Ability classify positions and conduct position analysis.
Educational Requirements and/or Substitution of Education for Experience: A maximum of 12 months of the required experience may be substituted by successful completion of undergraduate study in an accredited college or university at the rate of 30 semester hours. The education must have been in fields directly related to the type of work of the position.

Permanent Change of Station (PCS) funds are not available for this position.
